Upcoming Immigration Measures in 2024
Canada has long been known as a welcoming country for people from all over the world, and immigration continues to play an important role in building the nation’s economy. However, to adapt to the recent economic changes, the government has introduced new measures to manage the number of temporary residents arriving in the country. Earlier this year, Immigration, Refugees and Citizenship Canada (IRCC) revealed its plan to reduce the percentage of temporary residents—from 6.5% of the country’s total population to 5% by 2026.
What Are the New Changes?
- Fewer Study Permits in 2025: The number of study permits issued will be reduced by 10% in 2025, down from 485,000 permits in 2024 to 437,000. This is being done to manage the growing number of international students and ensure that Canada can support them properly.
- Work Permit Adjustments: New rules will limit the eligibility for work permits, including spouses of master’s degree students and temporary foreign workers. For example, only spouses of master’s students enrolled in programs lasting at least 16 months will be eligible for work permits. Similarly, spouses of foreign workers will need to be in management or professional jobs, or in industries facing labour shortages, to qualify.
- Changes to the Post-Graduation Work Permit (PGWP) Program: Graduates from public colleges will still be able to apply for PGWPs of up to three years, but only if their field of study is connected to occupations that are in demand in Canada. Moreover, all PGWP applicants will need to meet language proficiency standards in either English or French. For college graduates, CLB 5 will be required. For university graduates, CLB 7 will be required for PGWP.
What Does This Mean for You?
If you’re planning to study or work in Canada, it’s important to be aware of these new changes.
For international students, make sure your study program aligns with labour market needs if you want to apply for a work permit after graduation. For workers and their spouses, it’s important to understand the new eligibility requirements for work permits.
While these updates may seem strict, they are designed to maintain Canada’s reputation as a welcoming country while ensuring the system stays strong and efficient. If you’re planning to come to Canada, the best thing you can do is stay informed and make sure your plans fit within the new rules.
