SKILLS IMMIGRATION

Skills immigration is for eligible skilled and semi-skilled workers that can fill up the labour shortages in high-demand occupations in British Columbia. Skilled workers, entry level and semi-skilled workers, health care professionals, international graduates and international post-graduates are eligible to apply for permanent residence as long as they meet minimum requirements and are invited to apply by British Columbia. To simplify the points, we’ll outline the eligibility requirements for skilled workers, entry level and semi-skilled workers and international graduates. The employer must also meet minimum eligibility requirements to be able to sponsor the foreign worker.


Eligibility Requirements for Skilled Workers.

  • Have a full-time job offer from an employer in B.C. The National Occupational Classification (NOC) must be type 0, A or B.
  • Be qualified to perform the job duties and responsibilities.
  • Have a minimum of 2 years of directly related work experiences.
  • A financial proof that states the applicant can support him/herself and his/her dependents.
  • Is eligible for legal immigration status in Canada such as clean criminal history and medical records.
  • Meet minimum language requirements for NOC B occupations.
  • Have a job offer that provides a wage that’s in line with B.C. wage rates for the occupation.


Eligibility Requirements for Entry Level and Semi-Skilled Workers.

  • Have a full-time job offer from a B.C. employer in specific fields such as tourism/hospitality, long-haul trucking and food processing industry. For Northeast Development Region, the applicant may apply in any occupations that fall under NOC C or D.
  • Have been working full-time for the sponsoring employer consecutively for a minimum of nine months.
  • Meet minimum language requirements.
  • Meet minimum education requirements.
  • Be qualified to perform the job duties and responsibilities.
  • A financial proof that states the applicant can support him/herself and his/her dependents.
  • Is eligible for legal immigration status in Canada such as clean criminal history and medical records.
  • Have a job offer that provides a wage that’s in line with B.C. wage rates for the occupation.


Eligibility Requirements for International Graduates.

  • A successful completion of a certificate, diploma or degree from an eligible post-secondary institution in Canada in the past three years.
  • Have a full-time job offer from an employer in B.C. The National Occupational Classification (NOC) must be type 0, A or B.
  • Be qualified to perform the job duties and responsibilities.
  • A financial proof that states the applicant can support him/herself and his/her dependents.
  • Is eligible for legal immigration status in Canada such as clean criminal history and medical records.
  • Meet minimum language requirements for NOC B occupations.
  • Have a job offer that provides a wage that’s in line with B.C. wage rates for the occupation.


General Employer Requirements.

  • Be an established employer in good standing in British Columbia and must have operated in BC for at least one year (two years if you are registering under the Entry Level and Semi-Skilled category).
  • Have indeterminate, full-time employees.
    • If your employer is located within the Greater Vancouver Regional District, your employer must have at least five indeterminate, full-time employees (or full-time equivalents) in B.C.
    • If your employer is located outside of the Greater Vancouver Regional District, your employer must have at least three indeterminate, full-time employees (or full-time equivalents) in B.C.
  • Be able to provide a full-time and permanent employment.
  • Have a history of ethical business practices and good workplace.
  • Sign an employer declaration.
  • Meet domestic labour market recruitment requirements as applied.
  • Be able to offer a wage in line with industry standards.


EXPRESS ENTRY BC

Express Entry BC is a faster process for permanent residence application for eligible skilled workers. Just like skills immigration stream, this program is points-based system where each candidate’s profile is calculated by the system and send invitations to apply based on highest points. This point system filters and prioritizes candidates that are most needed in high-demand occupations in British Columbia. The employer must also meet minimum eligibility requirements to be able to sponsor the foreign worker.


Eligibility Requirements for Express Entry BC Skilled Workers.

  • Have Express Entry Profile Number and a Job Seeker Validation Code from IRCC Express Entry system.
  • Have a full-time job offer from an employer in B.C. The National Occupational Classification (NOC) must be type 0, A or B.
  • Be qualified to perform the job duties and responsibilities.
  • Be eligible for Express Entry program under Canadian Experience Class, Federal Skilled Worker or Federal Skilled Trade program.
  • A financial proof that states the applicant can support him/herself and his/her dependents.
  • Is eligible for legal immigration status in Canada such as clean criminal history and medical records.
  • Meet minimum language requirements.
  • Have a job offer that provides a wage that’s in line with B.C. wage rates for the occupation.

ENTREPRENEUR IMMIGRATION

Entrepreneurship immigration has three major categories; base category, regional pilot and strategic projects. Base category is for individuals who are ready to invest and actively manage a valid business in B.C. Regional pilot is for entrepreneurs who wants to invest and operate a company in specific communities in B.C. Lastly, strategic projects is for foreign corporations who have interests in strategic investment opportunities in B.C.

Eligibility Requirements for Base Category.

  • Have a minimum personal net worth of at least CAD $600,000.
  • Be able to demonstrate business and/or management experiences.
  • Have or is eligible for legal immigration status in Canada.
  • Be able to establish an eligible new business or purchase an existing business.
  • Make an eligible minimum personal investment of CAD $200,000 in the business.
  • Create at least one new full-time job for a Canadian citizen or permanent resident.


Eligibility Requirements for Regional Pilot.

  • Have a minimum personal net worth of at least CAD $300,000.
  • Be able to demonstrate business and/or management experiences; 3 years of business owner in the past 5 years or 4 years of senior manager in the past 5 years.
  • Have or is eligible for legal immigration status in Canada.
  • Must have either a post-secondary credential or 100% business ownership experience for at least 3 out of the recent 5 years.
  • Must have a language proficiency of Canadian Language Benchmark (CLB) of 4 in each of the four competencies; listening, reading, writing and speaking.
  • Be able to establish an eligible new business or purchase an existing business.
  • Make an eligible minimum personal investment of CAD $100,000 in the business.
  • Create at least one new full-time job for a Canadian citizen or permanent resident within 420 days (approximately 14 months) of arriving in B.C. on a BCPNP-supported work permit.


Eligibility Requirements for Strategic Projects.

  • The corporation must be well-established in good financial standing.
  • The corporation must demonstrate investment capacity for international expansion into B.C.
  • The corporation must provide significant economic benefit to the province.
  • The corporation must make a minimum equity investment of CAD $500,000 to the corporation’s operations in B.C.
  • The corporation must establish a new or purchase an eligible business in B.C.
  • The corporation must create a minimum of three new full-time jobs for Canadian citizens or permanent residents.
  • The key staff member must be current senior employees of the foreign corporations who are qualified and experienced that are essential to operate a business in B.C.
  • The key staff member is appointed to an executive or senior managerial position or has specialized knowledge that’s crucial to B.C. operation.
  • The key staff member will be employed with a permanent full-time job in B.C.
  • The key staff member is offered a wage that’s in line with his/her expertise and industry standard.
