Documents Required for Employer Job Offer Category – Foreign Worker & International Student Stream

Applicant Documents
Applicant Consent Form: Required after the applicant receives an Invitation to Apply and reviews the application in the OINP e-Filing Portal. If the applicant has a representative, the representative cannot sign this form on behalf of the applicant.
Photograph: A digital or scanned photograph meeting passport or visa photo specifications.
Passport: A copy of the personal details page of the applicant’s passport and all pages containing Canadian visas and entry stamps.
Family Members’ Passports: If family members are included in the application, copies of the personal details page of each dependent family member’s passport are required.
Status Documents in Canada, if applicable: Copies of current and previous Canadian immigration documents, such as work permits, study permits, temporary resident visas, visitor records, or other status documents. If the applicant has maintained status, proof of the extension application or fee receipt should be included.
Licence or Authorization Documents, if applicable: Required if the job offer is in an occupation that requires a mandatory licence or other authorization in Ontario.
Pay Slips, if applicable: If the applicant is currently working for the employer in the same position as the job offer, include the two most recent pay slips. Ontario’s checklist currently refers to two most recent pay slips, not three months of pay statements.
Work History Documents: For the Foreign Worker stream, if the job offer is not in an occupation requiring a mandatory licence or authorization, the applicant must provide documents supporting the required work experience. These may include employment reference letters, proof of compensation, tax documents, work contracts, and other work-related documents.
Employment Reference Letters: Reference letters should be printed on company letterhead and include the employer’s contact information, the applicant’s job title, dates of employment, duties and responsibilities, salary or wage, benefits, hours worked per week, and the name and signature of the responsible officer or supervisor.
Proof of Compensation: Proof may include pay slips, pay cheques, bank statements showing salary deposits, income tax documents, or letters from employers confirming compensation.
Canada Revenue Agency Documents, if applicable: If the applicant worked or is working in Canada, relevant T4 slips and Notices of Assessment should be included for Canadian work experience being claimed.
Self-Employment Documents, if applicable: If self-employment experience is being used, supporting documents may include business registration documents, income tax returns, T4A statements, client reference letters, invoices, and promotional materials.
Resume: The applicant’s current resume should include work experience, education, duties and responsibilities, residential address, email address, and phone number.
Expression of Interest Selection Factor Documents: Documents should be provided to support the points claimed in the Expression of Interest. This may include documents related to the job offer, TEER category, broad occupational category, wage, work permit status in Canada, job tenure with the employer, earnings history, language ability, and regional immigration factors.
Language Test Results, if applicable: Language test results are not a general mandatory requirement for every Employer Job Offer applicant, but they may be relevant if the applicant claims EOI points for official language ability. Accepted tests include IELTS General Training, CELPIP General, PTE Core, TEF Canada, and TCF Canada. Ontario’s current checklist includes these accepted tests for official language scoring factors.
Intention to Reside in Ontario Documents: Documents or information showing the applicant’s ties to Ontario, such as employment, job applications or interviews, education, volunteer work, lease or property ownership, professional networks, family ties, social connections, or previous visits. If the applicant has no established ties to Ontario, they may provide a statement of intent.
Other Optional Documents: Optional documents may be included only where they support the application. Ontario cautions applicants not to include unnecessary non-mandatory documents because this may delay processing.
Employer Documents
Job Offer Details: The employer must provide job offer details through the OINP Employer Portal, including the position, duties, wage, work location, and employment conditions.
Business Documents: The employer may need to provide documents confirming business activity, business location, revenue, and number of full-time employees who are Canadian citizens or permanent residents.
Recruitment Documents, if applicable: The employer may need to show reasonable recruitment efforts to hire a Canadian citizen or permanent resident before offering the position to the applicant, unless the applicant is already authorized to work in Ontario.
Employer Compliance Documents: The employer must confirm compliance with Ontario employment and occupational health and safety laws.
Employer Portal Submission: For Employer Job Offer streams, the employer must first submit the job offer through the OINP Employer Portal. If the applicant is invited, the employer must submit the application for approval of the employment position within 14 calendar days, and the applicant must submit the OINP application within 17 calendar days. The Employer Portal process applies to Employer Job Offer streams.
HUMAN CAPITAL CATEGORY – HUMAN CAPITAL PRIORITIES STREAM & SKILLED TRADES STREAM

Education Credentials: Canadian degree, diploma, or certificate, or foreign education supported by an Educational Credential Assessment, where required.

Settlement Funds Documents: Documents showing sufficient settlement funds, unless the applicant can show ongoing employment income in Ontario or a valid job offer in Ontario.
Ontario Job Offer Letter, if applicable: A job offer is not generally mandatory for the Human Capital Priorities stream or Skilled Trades stream, but it may be used to support settlement funds, intention to reside in Ontario, or other relevant factors.
Ontario Relatives’ Documents, if applicable: Documents proving the family relationship, the relative’s residence in Ontario, and the relative’s Canadian citizenship or permanent resident status.
Intention to Reside in Ontario Documents: Documents or information showing the applicant’s ties to Ontario, such as work, study, visits, volunteer work, family ties, professional networks, lease or property ownership, social connections, or job applications in Ontario.
Resume: A current resume outlining the applicant’s education, work history, duties and responsibilities, and contact information.
Appointing or Cancelling a Representative / Use of Representative Form, if applicable: Required if the applicant appoints or cancels a representative.
BRIDGING OPEN WORK PERMIT (BOWP)

Application Documents Required for Online Work Permit Application

Submission Letter from Representative, if applicable: Outlines the application, eligibility basis, and supporting documents. This document is not mandatory but may be useful.
Application to Change Conditions, Extend My Stay or Remain in Canada as a Worker: Required for an in-Canada work permit application.
Use of Representative Form, if applicable: Required if the applicant is appointing a representative for the work permit application.
Copy of Provincial Nomination Letter: Required for a Provincial Nominee Program applicant applying for a BOWP.
Copy of Acknowledgement of Receipt Letter: Required to show that IRCC has received the permanent residence application. IRCC states that for PNP applicants, the BOWP application should include the nomination letter and the acknowledgement of receipt letter.
No Employment Restriction Confirmation: For PNP applicants, the nomination must not have employment restrictions as a condition of nomination. IRCC states that a PNP BOWP applicant must be the principal applicant and have no employment restrictions as a condition of the nomination.
Passport: Copy of the passport information page and any relevant pages.
Current and Previous Work Permit: Copy of the current and/or previous work permit, if applicable.
Status Documents in Canada: Include proof of current legal status or maintained status, if applicable.
Digital Photo: A digital photo meeting IRCC specifications.
Proof of Payment: Government fee receipt for the work permit processing fee and open work permit holder fee.
Marriage Certificate or Proof of Common-Law Relationship, if applicable: Required if family information or accompanying family member applications are included.
Family Documents, if applicable: Birth certificates, passports, or other civil documents for dependent children, if included.
Job Offer Letter: A job offer letter is not a general mandatory document for a BOWP because the BOWP is an open work permit. It may be included only if relevant to the applicant’s circumstances or if requested by the online document checklist.
Client Information Upload: If applying online, IRCC instructs applicants to upload the Acknowledgement of Receipt letter and nomination letter in the “Client Information” field.
