Alberta Launches Expression of Interest System (EOI)

As of September 30, 2024, Alberta has introduced a new process for candidates interested in applying to one of the Alberta Advantage Immigration Program’s (AAIP) worker streams. This significant change aims to streamline the application process while prioritizing labour market needs across the province.

 

Submitting a Worker Expression of Interest (EOI)

Candidates who wish to receive an invitation to apply for one of the AAIP worker streams must now submit a Worker Expression of Interest (EOI) through the AAIP portal. This new EOI system replaces the previous method of direct application, allowing candidates to self-declare their qualifications and skills via an online form.

 

Key Highlights of the New System:
  • No Fee: There is no cost to submit a Worker EOI.
  • Ranking System: EOIs are scored and ranked using a points-based grid similar to the federal Comprehensive Ranking System (CRS). Factors include education, work experience, language proficiency, and connections to Alberta.
  • Worker Stream Pool: Once submitted, candidates enter the Worker Stream pool and are considered for selection based on their EOI score, provincial labour market needs, available nominations, and other priorities.

The AAIP will conduct regular draws from the Worker Stream pool, selecting candidates for specific worker streams and pathways. Successful candidates will receive an invitation to apply via email.

 

Alberta’s Labour Market Priorities

Alberta’s new EOI system comes as part of a broader effort to address labour shortages in key sectors, such as healthcare, technology, construction, agriculture, tourism, and hospitality. The province aims to manage the overwhelming demand for AAIP worker streams and focus on high-priority areas with limited provincial nominations for 2024.

 

In June 2024, Alberta announced new limitations on the number of applications accepted into the AAIP pool each month. This approach helps balance processing times and align with the 9,750 Provincial Nominee Program (PNP) nominations allocated to Alberta by IRCC for 2024.

 

How to Prepare for the New Worker EOI System

While the system launches on September 30, candidates do not need to rush to submit their EOI, as draws from the Worker Stream pool will not begin until mid to late October 2024. To prepare for submitting an EOI, candidates should take the following steps:

 

  1. Confirm Eligibility: Ensure you meet the eligibility criteria for one or more AAIP worker streams.
  2. Review the Points Grid: Familiarize yourself with the Worker EOI points grid to understand how points are awarded and what information is required.
  3. Manage Existing Applications: If you have an existing Worker or Entrepreneur EOI or a draft/active AAIP application, you must withdraw it before submitting a new Worker EOI. Only one active EOI is permitted at a time.
  4. Create an Alberta.ca Account: Ensure you have a valid basic or verified Alberta.ca Account to access the AAIP portal.

 

Targeted Worker Streams

The new EOI system affects several AAIP worker streams, including:

 

  • Alberta Opportunity Stream
  • Rural Renewal Stream
  • Accelerated Tech Pathway
  • Tourism and Hospitality Stream

 

These streams are essential for addressing Alberta’s labour market demands and will provide applicants multiple opportunities to apply and participate in the program year-round.

However, due to the high volume of applications, Alberta had to temporarily pause the Alberta Opportunity Stream earlier this year to process existing applications and prioritize high-demand sectors. The new EOI system seeks to prevent such bottlenecks by introducing more targeted selection methods.
