Northwest Territories Regains Full Nomination Capacity for 2025

The Northwest Territories has received approval to restore its full immigration nomination capacity, returning to the same levels it held in 2024. This means that up to 300 candidates can now receive invitations to apply for permanent residence through the Northwest Territories Nominee Program (NTNP) in 2025.

 

This development is significant because earlier in the year, the federal government reduced provincial and territorial nomination quotas across Canada by roughly half as part of a national effort to ease pressure on housing and public services. The Northwest Territories initially saw its allocation drop to 150, then temporarily increased to 197 following a federal adjustment in September. The latest announcement brings the total back to 300, fully restoring the territory’s nomination quota.

 

Caitlin Cleveland, Minister of Education, Culture and Employment, confirmed that the government is preparing to open the next application intake period soon. The restored allocation is expected to help employers once again access the skilled and semi-skilled workers they require to sustain and grow their operations.

 

Continued Efforts to Address Labour Shortages

Throughout 2025, territorial and provincial governments across Canada have pressed the federal government for more nomination spaces, emphasizing how the reductions have limited their ability to meet workforce needs. The Northwest Territories has been particularly active in these discussions, pointing to persistent shortages in sectors such as construction, hospitality, and essential community services.

 

In September, the territory received an interim allocation increase of 47 additional nominations. These spaces were used to support qualified candidates who had applied during the earlier 2025 intake but were not initially selected. The most recent decision to restore the full 300 nominations now provides the territory with more flexibility to address both employer demand and population growth goals.

 

About the Northwest Territories Nominee Program

The NTNP remains the main pathway for employers and skilled professionals who wish to settle in the region. The program operates through several distinct streams, each with its own eligibility requirements. These include the Employer-Driven Stream, the Francophone Stream, and the Business Stream. Within the Employer-Driven Stream are subcategories for Skilled Workers and Entry-Level or Semi-Skilled positions.

 

Applicants under the Employer-Driven and Francophone streams must have a valid job offer from an employer located in the territory, while those applying through the Business Stream can submit applications on their own behalf. Employers who wish to sponsor workers must also meet specific criteria depending on the stream.

 

Two intake rounds have already taken place in 2025, the first from February 27 to March 6 and the second from July 2 to July 9. With the restored allocation, another intake period is expected to open soon, providing new opportunities for both employers and potential immigrants.

 

The Northwest Territories is currently the only region in Canada to have its full nomination capacity restored to previous levels. Once final program details are released, additional information will clarify how the new spaces will be distributed among the streams.
