Ontario Suspends the Skilled Trades Stream
Ontario has introduced a major change to its provincial immigration program. On November 14 2025, the Ontario Immigrant Nominee Program confirmed that it would stop the Express Entry Skilled Trades Stream and return every application submitted under this pathway. This development marks one of the most significant shifts in Ontario’s approach to trade immigration in recent years.
Reason for the Suspension
The Skilled Trades Stream underwent a detailed internal review earlier this year. The review found a series of issues that raised concerns about program integrity. These included:
• Documents showing signs of misrepresentation
• Difficulty verifying whether applicants met eligibility criteria
• Weaknesses in the design and assessment process
• Risk to the province’s nomination allocation for 2025
Ontario concluded that these problems prevented officers from reliably determining which applicants were eligible. As a result, the Director responsible for the program used the authority provided under the Ontario Immigration Act to suspend the stream and return all pending files. Application fees will be refunded in full, and applicants are encouraged to explore other streams through the Expression of Interest system.
Impact on Applicants
Many trades workers regarded this stream as one of the most accessible pathways to Permanent Residence in Ontario. The suspension has created several challenges for those who were preparing or had already submitted their applications:
• Loss of processing time invested earlier in the year
• Potential expiry of work permits before a new plan is in place
• Interruption to long term settlement and career plans
• Uncertainty for families already living or planning to move to Ontario
While Ontario stated that the suspension is necessary to protect program integrity, the decision affects both genuine applicants and those whose submissions contained irregularities. Several workers and representatives have expressed concern about the broad nature of the return.
Available Alternatives
Although the Skilled Trades Stream is no longer accepting applications, several other pathways remain available in Ontario. These include Express Entry aligned options such as the Human Capital Priorities Stream and the French Speaking Skilled Worker Stream. Ontario also continues to operate the Employer Job Offer streams, as well as the Master’s Graduate and Doctoral Graduate pathways through its Expression of Interest system.
Applicants may also consider opportunities in other provinces. Several jurisdictions maintain dedicated streams for trades workers and continue to issue invitations regularly.
