New Home Care Worker Immigration Pilots Launching in 2025
Home care workers interested in permanent residence in Canada now have clearer guidance on the upcoming Home Care Worker Immigration Pilots (HCWP). Immigration, Refugees and Citizenship Canada has released additional details about the HCWP, including reduced eligibility criteria for language proficiency, work experience, and education.
Set to launch on March 31, 2025, these two new LMIA-exempt immigration pathways will allow foreign home care workers to obtain employment and transition to PR upon arrival in Canada. However, at the initial launch, only applications from candidates already residing in Canada will be accepted, with those outside the country able to apply at a later date.
Understanding the Two HCWP Streams
Eligible applicants will be able to apply under one of two streams:
- Workers in Canada stream: Accepting applications from individuals already in Canada.
- Applicants not working in Canada stream: Expected to open later in 2025 for those outside Canada.
Given the upcoming launch date, IRCC advises potential applicants for the Workers in Canada stream to prepare by completing an approved language test and obtaining an Educational Credential Assessment (ECA) in advance.
Who is Eligible for the HCWP?
To qualify for the Home Care Worker Immigration Pilots, applicants must meet the following criteria:
- Work Experience: Six months of recent, relevant work experience OR a credential of at least six months in related home care training.
- Language Proficiency: Minimum CLB 4 in English or French.
- Job Offer: Must be from either:
- A private household OR
- An organization that directly hires full-time home care workers for short-term or occasional care.
- Education: Minimum of a secondary school diploma.
Additionally, applicants must demonstrate an intent to reside in a province other than Quebec.
Work Experience Considerations
Applicants qualifying based on work experience may have obtained it either in Canada or abroad. Additionally, those working for certain eligible organizations (home health care service providers, direct care agencies, etc.) may apply, provided they do not hold job offers from recruitment or placement agencies, which are ineligible under HCWP guidelines.
Importantly, Labour Market Impact Assessment (LMIA) is NOT required for job offers under this program.
Special Provisions for Out-of-Status Workers and Previous Applicants
- Out-of-status home care workers in Canada may still apply under the HCWP due to a special public policy. However, there is a limited number of spots for these applicants.
- Applicants under the previous Home Child Care Provider and Home Support Worker Pilots (closed in June 2024) who applied under the “Gaining Experience” category before the program closure may still submit proof of their eligible work experience to IRCC to have their PR application considered.
