End of ATIP? IRCC Now Includes Officer Decision Notes with Refusal Letters

If you or someone you know has ever received a visa refusal from Immigration, Refugees and Citizenship Canada (IRCC), you might be familiar with the frustration of trying to understand why the application was denied. Often, the refusal letter alone is not enough—it contains limited details, leaving applicants confused about their next steps. 
 
That is now beginning to change.
 
As of July 29, 2025, IRCC has started proactively including officer decision notes with refusal letters for certain application types. These notes come directly from the decision-making officer and provide insight into the specific reasons behind the refusal.

 

What Are Officer Decision Notes?

Officer decision notes are internal comments written by the immigration officer who assessed your application. These notes offer valuable context about what was considered, what was lacking, and why the final decision was made. Until recently, applicants needed to request this information separately through an Access to Information and Privacy (ATIP) request—a process that could take weeks or even months.

 

With this new change, many applicants will receive those notes automatically.

 

Which Applications Are Included?

This rollout will happen in phases, starting with refusals for the following types of applications:

 

• Temporary Resident Visas (excluding eTAs and Temporary Resident Permits)
• Visitor Records
• Study Permits
• Work Permits

 

If your application for one of these categories is refused, the officer’s decision notes will be included with your refusal letter—no separate request needed.

 

Are There Any Limitations?

Yes. Here are some important points to keep in mind:

 

• Not all application types are covered yet. This is a phased rollout, and IRCC has stated that more application types will be added over time.
• If you applied using the IRCC Portal (New Version), you will not receive officer decision notes at this time.
• Some information may be withheld. In rare cases, certain portions of the officer notes might be redacted or excluded due to privacy, security, or other concerns.

• Ability to respond quickly and accurately
• Better preparation for reapplication or legal remedies
