Canada to Launch New Home Care Worker Immigration Pilots in 2025

Canada is set to open new immigration pilot programs for home care workers on March 31, 2025. These Home Care Worker Immigration Pilots will replace previous caregiver immigration programs that expired in 2024 and will allow eligible caregivers to receive permanent residence (PR) upon arrival in Canada. This new initiative marks a significant policy shift, streamlining the process for qualified caregivers and providing a more stable pathway to Canadian residency.

 

What Are the New Home Care Worker Immigration Pilots?

The Home Care Worker Immigration Pilots are part of Canada’s ongoing efforts to address labor shortages in the caregiving sector. The programs will grant immediate permanent residency (PR) to home care workers upon arrival, eliminating the previous requirement of gaining Canadian work experience first.

These new pilots are categorized under Canada’s Federal Economic Pilots and will contribute to Canada’s broader immigration targets for 2025-2027.

 

Who Is Eligible for These New Caregiver Pathways?

To qualify for the Home Care Worker Immigration Pilots, applicants must meet the following requirements:

    • Language Proficiency: Minimum CLB 4 in an official language (English or French).
    • Education: Equivalent to a Canadian high school diploma.
    • Work Experience: Recent and relevant home care experience.
    • Job Offer: A full-time employment offer in a home care role in Canada.

 

These streamlined eligibility criteria make it easier for qualified home care workers to transition to Canada without lengthy work experience requirements.

Note: In previous caregiver programs, applicants needed 6 months of Canadian work experience before applying for PR. However, under the new pilots, caregivers can obtain PR upon arrival.

 

What Programs Are Being Replaced?

The Home Care Worker Immigration Pilots will replace several past programs, most recently:

    • Home Child Care Provider Pilot (Closed June 2024)
    • Home Support Worker Pilot (Closed June 2024)

 

Other former caregiver immigration pathways that were closed in earlier years include:

    • Live-in Caregiver Program (Closed 2014)
    • Caring for Children Pilot (Closed 2019)
    • Caring for People with High Medical Needs Pilot (Closed 2019)
    • Interim Pathway for Caregivers (Closed 2019)

 

Since June 2024, there has been a temporary pause in caregiver-specific immigration pathways, which has created uncertainty for foreign home care workers. The new Home Care Worker Immigration Pilots will restore a dedicated pathway for caregivers and provide permanent residence opportunities upon arrival.

 

How Many Caregivers Will Be Admitted?

The 2025-2027 Immigration Levels Plan has allocated 10,920 spots under the Federal Economic Pilots category. However, this total will be shared among multiple pilot programs, including:

    • The Home Care Worker Immigration Pilots
    • The Agri-Food Pilot
    • Community Immigration Pilots
    • The Economic Mobility Pathways Pilot

 

The exact number of admissions for the Home Care Worker Pilots has not yet been disclosed, but IRCC is expected to provide further details closer to the program launch.
